Tangled web ensnares foreclosure debacle - USATODAY.com

It seems hard to believe that the Government is still trying to figure out who's responsible for the mortgage cheating that took place in 2010. (see this link)  According to this USA Today article, the Government has spent $20B on consultants studying the situation, and still don't know anything -- and may just quit!

It appears that the consultants had a huge conflict of interest -- which in any other branch of the Government would have been illegal!  Why was it permitted here?

We ought to very easily be able to figure out who was responsible for the robo-signing scandal and prosecute the executives responsible for it.  Why has nothing been done?  If any one person forged a legal document, they'd get a steep fine and maybe prison time.  These guys forged hundreds of thousands of documents!
